 CHAIRMAN NORMAN ROKEBERG called the House Labor and Commerce                  
 Standing Committee to order at 3:22 p.m.  Members present at the              
 call to order were Representatives Rokeberg, Cowdery, Sanders,                
 Brice and Ryan.  Representative Hudson arrived at 3:24 p.m.                   
                                                                               
 CONFIRMATION HEARING

 CHAIRMAN ROKEBERG said the first order of business the committee              
 would address would be the appointment of Robert Pearson, from                
 Juneau, to the Board of Barbers and Hairdressers.  He noted the               
 committee members have a copy of his resume.                                  
                                                                               
 REPRESENTATIVE BILL HUDSON indicated he believes Mr. Pearson is a             
 barber.                                                                       
                                                                               
 CHAIRMAN ROKEBERG asked if there was an objection to Mr. Pearson              
 being appointed to the board.  There being no objection, Chairman             
 Rokeberg said the committee would address the next appointment.               
                                                                               
 CHAIRMAN ROKEBERG announced the next appointment would be Kathleen            
 Grimes, from Palmer, to the Alaska State Board of Public                      
 Accountancy.  He noted Ms. Grimes is a chief financial officer for            
 a nonprofit entity.  Chairman Rokeberg said he would entertain a              
 motion to move the memorandum of March 24, 1997, of the                       
 appointments of Robert Pearson to the Board of Barbers and                    
 Hairdressers and Kathleen Grimes to the Alaska State Board of                 
 Public Accountancy.

 REPRESENTATIVE JOHN COWDERY moved that the memorandum of March 24,            
 1997, move forward.                                                           
                                                                               
 CHAIRMAN ROKEBERG asked if there was an objection.  Hearing none,             
 it was so ordered.

 CHAIRMAN ROKEBERG stated the committee would take up the memorandum           
 of April 16, 1997.  He said the first appointment is Barbara Landi,           
 of Anchorage, to the Board of Dispensing Opticians.  Chairman                 
 Rokeberg asked if there was discussion regarding Ms. Landi's                  
 appointment.  Hearing none, he said the next appointment the                  
 committee would address would be Carolyn Keil, of Anchorage, to the           
 Board of Nursing.

 REPRESENTATIVE JOE RYAN said he believes this woman is extremely              
 well qualified for the appointment.                                           
                                                                               
 CHAIRMAN ROKEBERG asked if there was any further discussion of Ms.            
 Keil's nomination.  Hearing none, he said the next appointment                
 would be Jean Battig to the Board of Veterinary Examiners.  He                
 asked Representative Brice if he knows this person.

 REPRESENTATIVE TOM BRICE indicated he doesn't know Ms. Battig.  He            
 said he hasn't heard from any of his constituents regarding her, so           
 he would make the assumption the nobody has an objection.                     
                                                                               
 CHAIRMAN ROKEBERG said he would entertain a motion to adopt Barbara           
 Landi to the Board of Dispensing Opticians, Carolyn Keil to the               
 Board of Nursing and Jean Battig to the Board of Veterinary                   
 Examiners.

 REPRESENTATIVE HUDSON made a motion to move the above mentioned               
 appointees forward to joint session for consideration.                        
                                                                               
 CHAIRMAN ROKEBERG asked if there was an objection to the movement             
 of the names.  Hearing none, it was so ordered.

 REPRESENTATIVE HUDSON stated he had made a mistake when he said he            
 knew Mr. Pearson.  He said there is another person with the same              
 last name, but the one being appointed isn't the person he thought            
 it was.  He asked if there are public members on the board.                   
                                                                               
 Number 671                                                                    
                                                                               
 SHIRLEY ARMSTRONG, Legislative Assistant to Chairman Rokeberg, said           
 there is a public member.  She stated they were going to change the           
 composition of the board from two barbers to two hairdressers.  It            
 was changed to one barber and two hairdressers, one of which was a            
 hairdresser and one was a hairdresser cosmetologist.  She said                
 there was one public member and she thinks Mr. Pearson is that                
 member.                                                                       
                                                                               
 REPRESENTATIVE HUDSON said he would suggest the names be advanced             
 forward.  He said he has no problem with Mr. Pearson.                         
 Representative Hudson the committee would be recommending that                
 appointments be forwarded to a joint session and that has no                  
 reflection on how the committee members might vote.                           
                                                                               
 CHAIRMAN ROKEBERG noted the names are forwarded to the Rules                  
 Committee and not to the floor.                                               
                                                                               
 Number 781                                                                    
                                                                               
 REPRESENTATIVE COWDERY said he thinks the Governor has every right            
 to advance his people to these boards.  He said if he doesn't know            
 the people, he would try to get to know them before he votes on the           
 floor.                                                                        
                                                                               
 CHAIRMAN ROKEBERG indicated he tends to agree with Representative             
 Cowdery.
